2012 FALL UNIFIED LEAGUE MEMO TO PARENTS, COACHES, REFEREES

Thank you parents, coaches, referees, administrators, and most importantly players for helping kick off the 7th Season of the Unified U8/U10/U12 Soccer League.  This league involves the cooperation of member clubs and associated soccer bodies, West Side Alliance S.C., St Thomas SC, Sand Springs SC, West Tulsa SC, and satellite clubs.  It is a pioneering effort focused on player development, player identification, and community edification.

Games will be hosted primarily at Rivercity Parks in Sand Springs, and West Bank Soccer Complex in West Tulsa. League format, concept, and objectives are constant across all games played within the league.  Please see a few clarifications below to help us all assimilate to the league’s overall purpose:

I.  No scores are recorded or standings tracked in the Juniors or U8 division. ALL games are purely DEVELOPMENTAL.  Scores and standings are kept for the u10/u12 division and division champion named at the end of each season.

II. After the "PreSeason Scrimmages" teams will be "RESEEDED" and a final SCHEDULE posted according to seeding (in an effort to avoid any "mis matches").  Note this is an imperfect process, but the objective is to remedy "as much as possible" the mis matches, and to create as "level as possible" of games for the purpose of advocating participation, promoting fun, and encouraging development, all on behalf of the PLAYERS.

III. Field sizes and goal sizes may be slightly different at different facilities (but every effort is made to "standardize" the dimensions).  To keep your fees constant those nominal differences between facilities will be acceptable to the overall objective of the league.  The League Operating Committee has determined those differences do not hinder safety, development, or fun -- the three priorities of this league.

IV. Game lengths will be played as follows:

U6 Juniors Division: FOUR PERIODS of 5-7 MINUTES (pending temperature & weather)
U8 Division: TWO HALVES of 20 MINUTES
U10 Division: TWO HALVES of 22 MINUTES
U12 "11v11" Division: TWO HALVES of 30 MINUTES

UNLIMITED substitutions at the "REFEREE’S DISCRETION" only allowable during a "dead ball" (meaning any throw-in,goalkick, corner kick, kick-off, or free-kick).  Referee’s discretion on permissible substitution times must be honored.  Coaches must honor the creed "EVERY PLAYER PARTICIPATES 50%" of each match.

V. THROW-INS: Referees will allow "do-overs" in the U8 DIVISION (referees discretion on number of attempts).  There will be NO TURNOVER for a "foul" throw in U8's.  If one player persistently "foul throws" the referees are encouraged to allow game to "flow", but to give "heads up" to coach that throw-in was not legal.  Note: the developmental goal of U8 soccer is not mastery of rules, but mastery of eye-foot techniques and foot-brain coordination. Foul throws at a young age are often a result of excitement, coordination, or lack of muscle memory.  Studies indicate these are "easily corrected" upon the maturation of the player at the next level.

VI. GOALTENDING LINE: The goaltending line is not a "technical rule".  This line is a tool and guide for coaching.  Players are encouraged to be beyond the goaltending line during play in their team’s attacking half.  The objective is to INVOLVE PLAYERS rather than resign players to "GOAL PROTECTING" for strategy.  Referees will not disallow goals for infringement of this rule, but might remind coaches that players are encouraged to be beyond the line to "PARTICIPATE" in the game.  NOTE: This goaltending line is not present at Blake Bingman Fields.  Coaches are expected to "honor" the purpose and objective of "player development" in game play.

VII. REFEREE FEES:  Home team is responsible for bringing referee fees to games and paying the referees PRIOR TO the start of the game.  Please check w/ the club administrative director for updates on rates.  As of Fall 2012 rates were: U8: $20/game, U10: $22/game, U12: $30/game.

VII. RESPECT THEME 2012-2013: The 2012 Theme for our club program is RESPECT.  Respect of OFFICIALS, OPPONENTS, and the GAME.  Please remember your power of influence as leader, power of the authority of your behaviors as an adult, and your stake in the transformation of the attitudes, characters, and conduct of each of our children as their mentors.  All referees are "trainees" and should only be addressed from an encouraging or helpful perspective (never advise a referee on a rule, only applaud his/her efforts).  All players are naive, innocent, and motivated to have fun, and should only be cheered for, applauded, or encouraged.  Help maintain the integrity of our program and our community by advocating the RESPECT THEME for 2012.  And thanks in advance for the positive influence you have made on every child’s life whom you encourage directly or indirectly during your participation in this program!
